(DVS) employs the following tools during the evaluation and development
of security and protection programs:

Security and
Sensitivity of the Architectural Design:
Evaluation and
understanding of the client business mission, how the institution
must operate, and how the architectural design either supports or
degrades the security and safety aspects of the building.
Architectural designs, which take into consideration the facility's
mission and institution's operational security concerns, are perhaps
the most important consideration in developing quality facility
security.

Specification of Security
Responsive Materials: Whereas
security sensitive architectural design and appropriate materials
specification help deter or delay criminal activity, electronic
systems are the participant tool required to detect the failure of
these systems or to enforce security policies and procedures.
Electronic systems should be considered only as a fallback position
and as a support tool. Furthermore, these systems must be
designed to the capabilities of the staff charged with monitoring,
controlling, and responding to exceptional condition events.

Staff Participation in Security
Management and Enforcement: The
use of dedicated security officers, contracting for additional law
enforcement presence or the participation of client staff in the
development, execution, and management of premises security may be
warranted based on the particular client business mission, facility
location, and other relevant factors. There may be no
substitute for the dedication of human resources in the security
program, although this must be carefully weighed based on the
constant and recurring expenditure associated with its
implementation.

Security Policies and Procedures:
The above architectural design considerations,
electronic security systems applications, and the dedication of
staff generally are not found to be effective without the benefit of
clearly defined, documented, and tested security policies and
procedures.
